For now the country comes down to Kotor and its bay, a dramatic walled-town setting that pairs naturally with Dubrovnik an hour up the coast. Aim for late spring or September, when the Adriatic is warm but the cruise crowds and high-summer heat have eased.
Montenegro offers a great deal of drama in a small space. The Bay of Kotor, mountains dropping straight into a still, fjord-like inlet, with medieval towns at the water's edge, is the reason couples come, and it photographs like nowhere else on the Adriatic. It is still less developed than Croatia next door, which is part of the appeal and, occasionally, part of the challenge.
Time it for the shoulders of summer: late May, June and September keep the water warm while sparing you August's heat and the cruise traffic that fills Kotor's old town by day. Many couples pair the wedding with Dubrovnik, just over the border, so factor the crossing into guest logistics, and check the legal requirements for a foreign marriage early, as the paperwork is best started well ahead.
